The nonprofit Institute for Research and
Technical Assistance (IRTA), based in Los
Angeles, worked with the port to conduct
the testing in cooperation with a stakeholder
group drawn from the boaters, several boat-
yards, and 23 paint manufacturers (includ-
ing Pettit, Interlux, ePaint, and Sea Hawk).
